Roughwalk Imperium

The Roughwalk Imperium is an autocratic nation led by an emperor who also acts as the chief of military. Roughwalk’s autocracy is seen as a response to its neighbour, Empire of Plaen, who routinely and futilely attack the Roughwalk border as part of some cultural ritual. This autocracy is in political conflict with its neighbours and allies, Edris and Uthec.

Semi-autonomous Regions

Roughwalk Imperium includes two semi-autonomous regions that have limited self-governance. These are Rhoso and Aravu

Government

The government of the Roughwalk Imperium is based on a somewhat outdated governmental structure called an Imperium. The most modern examples of imperia are the four imperia that consist the Western Neble Imperia. As a governmental structure, it is generally believed that it appears when generational defence is necessary. This is why it is generally considered outdated in the modern world of political diplomacy.

The structure of an imperium is described in high detail in the Western Neble Imperia page, but the Roughwalk take on an Imperium is quite different.

Imperator

Imperator is Roughwalk’s head-of-state. Although the [[Western Neble Imperia#Imperial Council|Imperial Council]] and [[Western Neble Imperia#Military Council|Military Council]] are still present, instead of an elected chancellor from the imperial council, the role is hereditary and called Imperator. The dynasty that holds and has held this role is called the Imperial Family, and is held in high regards.

Global Citizenship

A large aspect of the Imperium’s structure is the stratification between the role of citizen and lowborn. In the Roughwalk system, there is no strict ‘lowborn’ definition, instead all of the traditionally lowborn ‘working class’ are called citizens and are allowed to vote. All Citizens have to pay taxes that directly fund the army.

The Army

The army has a different structure than WNI, where instead of sections being directly controlled by citizens, instead citizens ‘sponsor’ officers. This sponsorship is only done by wealthy citizens, where poorer citizens (the working class) pay taxes specifically allocated to funding military folk.

The Strong State

The Roughwalk Imperium manages a large and powerful bureaucratic state (unlike WNIs which is negligible in comparison). The role of this state is to manage many facets of Roughwalk society, from the economy to welfare. It is overseen by the Imperial Council and provides many services in the Roughwalk Imperium. The most important of this is the welfare state. With no shared idea of reciprocity, Roughwalk’s state has taken this role directly, and provides for its citizens using contributed taxes.

Generational Wealth

Unlike WNI, there is no generational disconnect. Private companies usually have their CEO as a founder, and often when this CEO dies a member of their family takes over. Although capitalism is in an extremely early form, some larger companies have begun to form and their sponsored officers command quite large sections of the army.
